TPP Citizens’ Forum:"Examining the Limits and Breakdown of Executive Power Through the Refusal of Countersignature." Event Recap

 

Today, at the forum titled "Constitutional Order or Administrative Chaos? The Boundaries of Executive Power and the Refusal of Countersignature," the atmosphere was heavy. Attendees witnessed how the principles of democratic constitutionalism and the rule of law—fought for by Taiwan over the last century—are being trampled by the arbitrary and authoritarian actions of Lai Ching-te and five "Green" autocrats.

 

It is even more distressing that Taiwan seems to be sliding gradually toward martial law. Despite the legal and academic communities being heartbroken by President Lai’s destruction of the constitutional order, there is a deafening silence where there should be loud criticism. Many are afraid to speak the truth, fearing political reckoning, targeted investigations (colloquially known as "checking the water meter"), or online mob attacks.

 

 

TPP Chairman KC Huang lamented that under the Ma administration, citizens could criticize the government without fear. Yet, under the so-called "Democratic Progressive" Party, Taiwan is pivoting toward the "North Korea School" of governance. How tragic!

 

Key Insights from the Forum:

 

 

1. Prof. Chen Chuen-wen (Dept. of Political Science, NTU):

  • "Legal constraints are the best antidote to power." Once executive power breaks free from the law, the rule of law is gravely threatened.

  • Voting for Lai Ching-te authorized him to do a job, not to become the people's boss. The President, Premier, and Grand Justices are all public servants, not masters above the people.

  • The core of modern citizenship is to "#RemainConstantlySkeptical and vigilant regarding the government." Intelligent citizens must not blindly "#Trust" (a play on Lai’s campaign slogan) the government!

 

 

2. Prof. Huang Gin-tary (Retired Professor, NTU;Former Member of the Examination Yuan):

  • A national leader must: (1) Understand the governance structure and use effective methods; (2) Value negotiation and compromise; (3) Demonstrate flexible and diverse governance.

  • However, Lai refuses to communicate with the opposition. As a "minority president," he remains arrogant, has never visited opposition leaders, and employs rigid tactics. Ultimately, he has resorted to the "nuclear option" of destroying the constitution.

  • Strategic Advice: The opposition must propose highlight policies, map out election strategies, and put forward policies that "hit the DPP where it hurts" to attract public support. Showing the determination to win in Tainan and Kaohsiung is the only way to pressure the ruling party.

 

Closing Remarks by Chairman Huang Kuo-chang: As the leader of an opposition party, we cannot rely solely on confrontation; we must carefully deliberate our next steps to handle this changing landscape. If the DPP has forgotten that "the people are the masters of the country," then the people must find a way to "save their own country!"
